Mexico Sets Jan. 1, 2027 Start for Universal Health Credential Program

Centralizing digital medical records will let patients receive care at any public facility regardless of their institutional affiliation.

  • The government released detailed rules on May 26 and opened surname-based registration now through November 14, 2026 with 2,136 modules nationwide and 228 in Mexico City for adults 65+ and people with disabilities to obtain the new credential.
  • Officials confirmed the Servicio Universal de Salud will begin operations on January 1, 2027 with a first phase that prioritizes older adults and people with disabilities so they can use any public clinic or hospital regardless of derechohabiencia.
  • Home-visit teams from Salud Casa por Casa will be able to prescribe 22 common chronic‑disease medicines and patients will pick up free drugs via a national network that includes more than 5,500 rural stores, urban automated dispensers, and authorized pharmacies.
  • The program will link a mobile app, unified electronic medical records, digital appointment management, telemedicine and AI tools to maintain continuity of care when people change jobs or health institutions.
  • Authorities plan to enroll roughly 2.5 million older adults per month during rollout, a pace designed to reduce interruptions in treatment, prioritize urgent responses such as Código infarto and Código cerebro, and expand universal vaccine access across institutions.
