Mexico Reports 3,844 Migrants Studying Through Overseas Community Plazas

A SEP–INEA initiative expands access for migrants abroad through consular learning hubs with free, officially recognized certification.

Overview

  • SEP says 3,844 Mexican nationals outside the country are receiving literacy, primary or secondary services, including 1,609 in secondary, 1,229 in primary, and 1,006 learning to read and write.
  • The program operates 224 Community Plazas housed in 44 consulates across 37 U.S. states, plus two sites in Canada located in Montreal and Toronto.
  • INEA recently shipped 6,533 book modules for use at about 90 U.S. plazas and posted all instructional content on a free-access digital platform to support distance learning.
  • Services are free from enrollment and evaluation through issuance of primary and secondary certificates valid as official documents abroad, with English, computing, and legal and migration guidance supported by 407 volunteers.
  • Over more than 23 years, 19,818 learners abroad have completed a level—5,113 alphabetized, 5,259 finished primary, and 8,336 finished secondary—framed by officials as part of the Sheinbaum administration’s inclusion drive.
