Mexico Reports 2025 Health-System Gains as IMSS Boosts Output but Misses Two Targets

Expanded shifts plus rehabilitated operating rooms drove the gains.

Overview

  • IMSS logged 1.78–1.79 million surgeries in 2025 (+29% year over year), 29.3 million specialty consultations and 104 million family medicine consultations, totaling 14 million more attendances than in 2024.
  • Against the 2-30-100 goals, IMSS reached about 90% of the 2 million surgery target and 98% of the 30 million specialty target, while surpassing 100 million family medicine consultations.
  • ISSSTE exceeded its 2025 objectives with 308,579 surgeries and 24.291 million consultations, aided by rehabilitating 49 operating rooms, adding 28 more, longer shifts and intensified surgical jornadas.
  • IMSS-Bienestar reported over 51 million first-level consultations, more than 6 million specialty visits, nearly one million surgeries, over 500,000 births and 250+ transplants, alongside 15 hospitals and 4 health centers opened and delivery of 115 million medicines.
  • Authorities set higher 2026 targets — including 2.1 million surgeries, 32.8 million specialty consultations and 108 million family medicine visits — and announced new hospital expansions early in the year, as wait times fell for cataract, gallbladder and hip procedures.
