Mexico Replaces CCINSHAE Chief as Specialty Hospitals Face Shortages

The Health Ministry installed vascular surgeon Carlos Arturo Hinojosa Becerril to steady coordination after protests over missing medicines and supplies.

Overview

  • The Secretariat of Health announced that Carlos Arturo Hinojosa Becerril will lead CCINSHAE, replacing Marta Margarita Zapata Tarrés.
  • CCINSHAE coordinates 13 National Institutes and six High-Specialty Hospitals that provide complex care, train specialists and support research.
  • Recent demonstrations by patients, families and medical staff included a Nov. 11 blockade of Avenida Tlalpan by National Cancer Institute protesters over drug shortages, equipment failures and electronic record issues.
  • Workers from the National Institute of Rehabilitation took complaints to the Chamber of Deputies alleging resource mismanagement, harassment by directors, lack of supplies and deteriorating facilities.
  • The ministry thanked Zapata and said she will continue in research, as coverage also noted sustained pressures such as rising cancer caseloads and an InCan 2026 budget up 9% yet still 32% below its 2024 authorization.
