Mexico Regulator Approves National SIM Registration Rules to Begin Jan. 9, 2026

The measure targets mobile-enabled extortion by tying each number to a verified identity.

Overview

  • The Lineamientos take effect upon publication in the Diario Oficial de la Federación, confirming Jan. 9, 2026 as the start for mandatory number‑to‑user linkage.
  • Telcel, AT&T, Telefónica and Altán Redes must deploy registration and validation platforms within 30 days, after which all carriers have 120 days to register their customers.
  • The mandate covers all physical SIMs and eSIMs used in Mexico, including those purchased abroad, with unregistered lines limited to emergency calls, customer service and operator portals.
  • Individuals must present a voter ID or passport plus CURP, companies must provide RFC, and operators must safeguard data under the Federal Law on Protection of Personal Data.
  • The CRT estimates implementation costs above MXN 4,053 million, and violations can trigger fines of 0.01%–0.75% of revenue while unregistered users risk service disconnection.
