Overview
- The Health Ministry’s agreement creating the electronic monitoring platform took effect on Feb. 10 following its Feb. 9 publication in the Diario Oficial, signed by Secretary David Kershenobich.
- Use is compulsory for the Health Ministry, Birmex, IMSS, ISSSTE, IMSS-Bienestar, national institutes, federal reference hospitals, other public purchasers, and suppliers awarded contracts.
- Providers must report supply orders received and deliveries made through the system to produce data for diagnosing national availability of medicines, dressings and other health inputs.
- The system will publish each supplier’s percentage of fulfillment and issue compliance certificates to document individual performance.
- Operational guidelines are due within 30 days, with press reports indicating the 2027–2028 consolidated purchase rules will require bidders to show at least 50% delivery compliance over the prior six months.
