Overview
- The Comisión Reguladora de Telecomunicaciones (CRT) published the Lineamientos Generales para la Protección de los Derechos de las Audiencias in the Diario Oficial de la Federación and the rules take effect 30 days after publication.
- The final text removed a direct ban on publishing “false or descontextualized” information and clarifies that the CRT will not act as an arbiter of truth over editorial content.
- The rules formalize defensorías de audiencias as the first channel for complaints, giving those defenders authority to receive, register, resolve cases and issue public recommendations to concessionaires.
- Sanctions were narrowed to the specific breaches already in the Ley en Materia de Telecomunicaciones y Radiodifusión while the CRT kept supervisory powers such as monitoring and issuing requirements under Article 52.
- Civil-society groups and columnists said the public consultation was rushed—closed Aug. 21 with 8,889 participations and approved by the CRT on Aug. 26—and they warned the short timeline and audience-driven enforcement may enable indirect government pressure on outlets.
