Mexico Orders Banks to Add User-Set Transfer Limits by Oct. 1

The measure aims to reduce digital fraud by giving customers app-level control over transfer caps.

Overview

  • Banks must enable Monto Transaccional del Usuario (MTU) configuration in mobile and online platforms by October 1 under CNBV rules from the Circular Única de Bancos.
  • If a customer does not set a limit, institutions will assign one automatically, with reporting pointing to a default of 1,500 UDIS (about 12,500–12,800 pesos), and all accounts must have an MTU by January 1, 2026.
  • The MTU functions as a user-defined daily, weekly, or monthly cap for digital operations such as SPEI transfers, payments to third parties, card payments, and service payments, separate from beneficiary-specific limits.
  • Low-value services including Transferencias Express, CoDi, and Dimo remain subject to the existing 1,500 UDIS cap regardless of any MTU customers choose.
  • HSBC México has already activated MTU in its app and published setup steps, customers can adjust limits at any time, and the bank warns it will not request configuration by call or email.
