Overview
- Applications are accepted nationwide from October 28, 2025 through April 28, 2026 under Conagua’s administrative facilitation decree.
- Eligibility covers titles that expired between October 1, 2017 and March 1, 2025, with volumes up to 500,000 m³; public urban supply faces no volume cap and is processed as an assignment.
- Filings can be completed online at Conagua’s digital portal, with Llave MX registration and RFC linkage via the Unified Registry (PUC) required, or at designated modules in locations such as Tapachula, Tuxtla Gutiérrez and Tabasco service centers.
- The process waives fines and surcharges, charges a 2,800‑peso fee only for aquaculture and public‑urban uses, and exempts agricultural and livestock users from payment.
- Conagua has begun regional rollouts, including about 1,500 eligible cases identified in Michoacán, and Sonora offices are conducting outreach in municipalities such as Navojoa, Cajeme and Hermosillo starting November 3.
