Mexico Mandates Mobile Line Registration Starting Jan. 9, 2026

The regulator casts the measure as an anti‑extortion step that keeps user data under carrier custody in line with privacy law.

Overview

  • All active mobile numbers, including prepaid, postpaid, SIM and eSIM used in Mexico, must be linked to a verified individual or legal entity or they will be suspended.
  • Carriers have 30 days from the start date to deploy registration platforms and up to 120 business days to complete linkage, with suspensions expected to begin around late June 2026.
  • Users must present CURP and an official ID such as INE or passport, while companies must provide RFC and representative documentation; foreigners may use a valid passport.
  • Individuals can link up to 10 lines, with the cap not applying to legal entities or individuals with business activity; suspended numbers can be reactivated once registration is completed.
  • Wholesale operators (Altán Redes, Telcel, AT&T) will build the systems that virtual operators must lease, and firms that fail to comply face fines ranging from 0.01% to 0.75% of revenue.
