President Claudia Sheinbaum said the Secretaría de Bienestar will collect fingerprints and photos through its social‑program operations to feed the new National Digital Identity. RENAPO will run statewide enrollment with an initial purchase of at least 4,000 capture kits, scaling capacity to about 8,000 in later phases. More than 140 pilot modules are operating nationwide; in Chihuahua City, the Civil Registry module is taking registrations as authorities prepare official platform details in October. As of June 30, 2025, authorities report 29 million CURP records with photos and fingerprints, 25 million with photos only, and about 76 million people without biometric records. RENAPO’s director has indicated children under five will not be fingerprinted during enrollment, relying on a photograph that will be updated periodically, while pilot sites are capturing fingerprints and iris scans from eligible applicants.
