Mexico Launches Pilot to Register Mobile Users Ahead of October Mandate

Final rules from the telecom regulator are expected in October.

  • The government-led pilot began on September 1 with ATDT, SSPC and major carriers Telcel, Movistar, AT&T, Bait and Altán participating.
  • During the pilot, customers obtaining new prepaid or postpaid lines must present an official document with their CURP at customer service centers to link their identity to the number.

  • Officials say user data will be held by the phone companies under Mexico’s personal data protection law and the government will not have access to it.
  • Existing active lines will receive a defined period to register, with remote options to be enabled by operators, and the CRT is expected to issue lineamientos in October to guide full implementation covering roughly 142.3 million lines.
