Mexico Launches Pilot Mobile-User Registry Ahead of October Mandate

Officials describe carrier-run CURP verification as a security measure to deter extortion.

Overview

  • A government–operator pilot began on September 1 to test CURP-based registration of new mobile lines, led by the ATDT with Telcel, Movistar, AT&T, Bait and Altán.
  • During the pilot, customers obtaining new numbers must present an ID with CURP at carrier service centers to link their identity to the line.
  • Authorities say October will mark the start of mandatory registration for all new lines at points of sale, while existing active lines will register later through a remote option.
  • User data will be held by telecom companies under Mexico’s data-protection law, and officials say the federal government will not have direct access to it.
  • The program stems from a July 16 decree, with the telecom regulator CRT expected to publish implementation guidelines in October within a broader 120‑working‑day window.
