Mexico Launches 120‑Day Emergency Plan to Fix IMSS Hospitals

Officials say the package seeks to stabilize care by raising pay, converting temporary contracts to permanent posts, increasing surgical capacity, modernizing supply distribution over the next four months.

Overview

  • The government announced the 12-action plan on Tuesday, Oct. 27, with measures running from Oct. 27, 2026 to Feb. 24, 2027 and officials saying early steps would begin immediately.
  • An 8% pay increase for about 504,000 active IMSS workers has been authorized and began dispersal on Oct. 27–28, with 10,939 temporary staff set to be basified during October and November.
  • IMSS will open a public call on Nov. 3 to hire 2,500 medical specialists through an expedited procedure and will organize night and weekend surgical jornadas to deliver roughly 31,700 additional operations.
  • Authorities pledged 11,745 million pesos to finance the plan using internal savings, new contracting schemes and direct purchases, and they announced procurement of 100 high-tech devices, 2,917 other devices and 18,016 beds and camillas.
  • Implementation risks include filling specialist posts, timely delivery and floor-level distribution of equipment and medicines, and continued worker discontent that has prompted planned mobilizations and could affect scheduling and uptake of the measures.
