Overview
- The federal government published regulations for six secondary laws in the Diario Oficial de la Federación on Oct. 3–4, covering electricity, hydrocarbons, planning and transition, biocombustibles, geothermia, and incomes on hydrocarbons.
- The electricity regulation asserts state prevalence in power generation and tightens control over permits and authorizations.
- Hydrocarbons permits lose automatic extensions, with tenors set at 30 years for pipelines, storage, treatment and refining, 20 years for road, rail or sea transport, five years for imports, and two years for commercialization.
- Permittees face stronger technical, financial, planning, traceability, measurement and fiscal compliance requirements, with projects evaluated on investment, asset life, complexity, market location and expected payback.
- Emergency LP-gas standards NOM-EM-006-ASEA-2025 and NOM-EM-007-ASEA-2025 are in force with a four-month compliance window for transporters, and Sener has 60 business days to issue binding planning rules.
