Mexico Issues Emergency Standard for Cement

The government says the rule aims to block substandard and irregular cement that can weaken buildings.

Overview

  • The Secretaría de Economía published NOM-EM-023-SE-2026 and it entered into force on Tuesday, November 3, 2026, as a six-month emergency measure with one possible extension.
  • The standard forces laboratory checks of chemical makeup, setting time, compressive strength, new labeling on bags and proof of accredited tests for imports before distribution.
  • Formal enforcement of the testing rules will not start until enough verification units and testing laboratories are accredited, and the Secretaría de Economía will announce when that coverage exists.
  • Authorities and the formal cement industry estimate an informal domestic market of about 576,000 tonnes a year and put annual sector losses from irregular sales and imports near 5,800 million pesos.
  • The rule rests on Article 31 of the Ley de Infraestructura de la Calidad and responds to technical findings that low-quality cement can cut compressive strength, harm steel adhesion and increase vulnerability to seismic damage.
