Mexico Imposes Final Anti-Dumping Duties on Chinese Footwear With $22.58 Reference Price

The five-year quotas apply to shipments priced below that threshold.

  • The Secretaría de Economía concluded an investigation opened April 26, 2024 that found dumping caused material injury, covering sandals, boots and athletic and casual shoes with synthetic or textile uppers and soles.
  • A separate August 28 decree tightened controls by suspending temporary imports of finished footwear under IMMEX and requiring at least a 25% tariff on finished shoes from non‑preference countries.
  • Industry chambers welcomed the measures as protection for local jobs and production, while analysts, including Banamex, warned of higher import costs that could lift retail prices and compress importers’ margins.
