Mexico House Panel Backs Free, Permanent Public Access to Beaches

The Tourism Commission’s unanimous vote sends the Monreal–Vázquez reform to the chamber floor for debate.

Overview

  • The committee approved the measure 25–0 to bar entry fees for maritime beaches and federally managed coastal zones, with narrow exceptions for environmental protection, public security, national interest or specific regulations.
  • Access must be free, continuous and available to all people regardless of origin or status, and authorities at all levels must ensure safe, signposted routes from public roads to these areas.
  • Concessions and permits in federal maritime–terrestrial zones must include guaranteed public access, and violations would be grounds for revocation.
  • The reform requires Semarnat to offer at least one no‑charge access day each week to protected natural areas under its control, preferably on Sundays or holidays.
  • If enacted, Semarnat, CONANP and other authorities would have 90 days to update rules, and the Finance Ministry would adjust applicable fees within the same period.
