Mexico Formalizes 2025–2030 Plan to Build Over 3,000 Kilometers of Passenger Rail

The DOF publication sets SICT as the civilian regulator following the 2024 constitutional reform prioritizing passenger rail.

Overview

  • The Programa Sectorial 2025–2030 commits to more than 3,000 km of new passenger lines, with officials projecting benefits for over 49 million people.
  • New corridors include links from Mexico City to Pachuca, Nuevo Laredo and Nogales, connecting with projects such as Tren Maya, the Interoceánico and El Insurgente.
  • SICT says less than 10% of the current rail network serves passengers and frames the plan as the foundation of an integrated, safe and efficient rail system.
  • Although construction is coordinated by Sedena, SICT will regulate and supervise technical and legal matters within its remit.
  • The program also strengthens freight rail, citing supervision and maintenance oversight, a Tren Maya branch to Progreso and completion of Line K between Ixtepec and Ciudad Hidalgo with support to Marina.
