Mexico Finance Officials Urge Deputies to Approve Customs Law Overhaul After Exposing Systemic Abuses

The 2026 package measure seeks stronger ANAM and SAT powers to curb contraband, modernize operations, increase collections without new taxes.

Overview

  • At a hearing before the Chamber of Deputies’ Hacienda Commission, SHCP, SAT and ANAM pressed for the Ley Aduanera reform in the 2026 budget, describing entrenched irregularities as a national security risk.
  • SAT reported 109 criminal files for customs-related corruption with an alleged fiscal harm of 22,843 million pesos.
  • From January to August 2025, 205 high‑impact verifications led to 4,564 million pesos in embargoes, while 330 administrative procedures resulted in an additional 7,554 million pesos seized.
  • Administrative actions include suspending 22,352 importers, nearly 60 requests to cancel customs broker patents tied to abuses in simplified courier procedures, and 50 requests to cancel IMMEX programs.
  • The proposal would remove exclusions shielding customs brokers, making them legally co‑responsible for verifying that declarations match goods, as ANAM highlights goals of modernization, security and transparency.
