Mexico Declares E‑Passport Tender Void After Bids Miss Requirements

The Foreign Ministry will restart procurement for 2026–2030 to ensure uninterrupted service.

Overview

  • The SRE said no bidder met all technical, legal and financial terms in tender LA-05-613-005000999-T-2-2026, with the decision issued on December 26.
  • Passport issuance will continue at domestic offices and in consular posts abroad, with no fee increases announced.
  • Cosmocolor submitted an offer of about 3.97 billion pesos and Interconecta bid roughly 4.27 billion pesos, but both proposals were ruled noncompliant.
  • The ministry stated the process followed Mexico’s procurement law, and the award report was shared with the Anti-Corruption and Good Governance Secretariat for regulatory review.
  • With demand consistently above five million passports a year and the current contract expiring in 2026, authorities plan a swift relaunch of the bidding process.
