Mexico Clarifies Biometric CURP: Voluntary, Free, Pilot Rollout Expands

Mid-October email delivery to registered users is planned following the president’s statement on the program’s optional status.

  • President Claudia Sheinbaum said enrollment is optional, no fees will be charged to citizens, and institutions cannot require the biometric CURP for services.
  • RENAPO director Arturo Arce Vargas announced that beginning in mid-October the biometric CURP will be emailed to people who have registered, with QR and other security features and no physical card issued.
  • Pilot enrollment is underway at roughly 140–145 modules nationwide, with specific sites operating in Hermosillo, Sonora, and Chilpancingo, Guerrero.
  • Llave MX will support online processing and, with explicit consent, may reuse existing biometric records from agencies such as INE or SAT to complete the process remotely.
