Mexico City Reaffirms Year-End 2025 Cutoff for Permanent Driver’s License

Overview

  • Applications will be accepted through December 31, 2025, after which the permanent option will no longer be offered.
  • There is no maximum age to apply, but applicants around 60–65 and older must complete medical, physical and mental evaluations.
  • Drivers with a valid Type A license can convert without testing, while first-time or expired-license applicants must pass exams including a 20-question theory test with at least 16 correct.
  • Appointments are required via Llave CDMX, Locatel or the official WhatsApp, and processing occurs at SEMOVI modules, treasuries and select express points.
  • The fee is MXN 1,500 for issuance and MXN 1,099 for replacement, weekend service runs 9 a.m.–5 p.m. at Magdalena Mixhuca, and the permit applies to private vehicles only, not motorcycles.
