Overview
- On August 15, the Congreso CDMX approved reforms creating a new legal category—Vehículo Motorizado Eléctrico Personal (VEMEPE)—to cover electric scooters, bicycles and bicimotos that exceed 25 km/h.
- The law divides VEMEPEs into Tipo A (under 35 kg) and Tipo B (35–350 kg) and mandates driver’s licenses, license plates, registration and protective gear for each category.
- Under the new rules, these vehicles are prohibited from circulating on sidewalks, bike lanes and exclusive bus corridors and may be treated like motorcycles if they surpass power or speed thresholds.
- The reform now goes to Jefa de Gobierno Clara Brugada for promulgation, triggering a 360-day period for SEMOVI to specify technical standards and enforcement procedures.
- Users, merchants and industry groups have protested added costs and access barriers, and Morena leaders plan further working groups with SEMOVI and stakeholders to refine implementation.
