Mexico City Launches ‘Pasos de la Utopía’ to Rebuild 34 Tlalpan Underpasses, Starting With 12

City leaders frame the first phase as a full structural overhaul that converts the corridors into safer public spaces ahead of the 2026 World Cup.

Overview

  • Officials say the initial 12 sites between Metro Viaducto and Plaza Tlaxcoaque will undergo total replacement of floors, walls, slabs, stairs, and utility systems.
  • Permanent security modules with 24/7 police presence will operate at the rehabilitated points, with funding provided by Servicios Metropolitanos (Servimet).
  • Roughly 70 vendors work in these passages and about 30 have accepted temporary relocation supported by Fondeso and the city’s labor secretariat.
  • The redesign adds community uses such as reading rooms, workshops, cultural activities, preventive and mental health services, gyms, sensory spaces, and an Ecotunnel.
  • Authorities report structural assessments and executive project designs are in progress for the 34 underpasses along Metro Line 2, with 12 in Cuauhtémoc and 22 in Benito Juárez totaling over 3,600 square meters.
