Mexico City Electoral Institute Adopts 2026–2029 Strategic Plan, Aligns 2026 Budget

The three-year roadmap links policy goals to measurable indicators with a risk management system.

Overview

  • IECM’s General Council unanimously approved the 2026–2029 Plan General de Desarrollo on January 18.
  • The plan sets the institute’s policies, objectives and action lines to guide decisions and public resource use over the next three years.
  • Five priorities include managing citizen participation instruments, tactically running local elections with a social return focus, strengthening civic culture, innovating in resource use, and proactive transparency.
  • The framework embeds seven cross-cutting axes covering maximum-transparency communication, gender inclusion, human rights, strategic talent management, citizen service, purpose-driven innovation and institutional sustainability.
  • In the same session, the council approved adjustments to the 2026 Annual Operating Program and Expenditure Budget within allocations from the Mexico City Congress to align spending with the plan.
