Mexico City Congress Takes Public Input on 20-Year Land-Use Law as Stakeholders Coordinate on Development Plan

Public input through Sept. 26 is intended to shape the draft into a foundation for the broader development plan.

Overview

  • PAN deputy Olivia Garza presented a draft Ley de Ordenamiento Territorial to establish a 20-year framework for land use and settlements that would replace the current Ley de Desarrollo Urbano and align with the city’s planning instruments.
  • Congress opened a window from Sept. 8–26 for citizens, experts and civil society to download the draft and submit comments to refine the initiative before it is brought to the full chamber.
  • Morena legislators met with the planning institute (IPDP) and the city’s planning secretariat to define an interinstitutional route for the Plan General de Desarrollo, calling approval of the new law a priority to strengthen that plan.
  • Social organizations delivered the collective document “Por la ciudad que queremos” to Congress with proposals on land use, water, housing, mobility, conservation areas and public space, which leaders pledged to review for the development plan.
  • Officials have targeted 2025 for completing the law, while specialists urge binding, substantive consultations and highlight pressures such as an estimated 300,000-home shortfall and the need for climate-resilient, inclusive urban rules.
