Mexico City Begins Overhaul of 12 Tlalpan Underpasses in First Phase of 'Pasos de la Utopía'

The city pairs structural upgrades with permanent security to convert the tunnels into accessible service hubs before the 2026 World Cup.

  • Work has started on 12 of 34 pedestrian underpasses between Metro Viaducto and Plaza Tlaxcoaque, covering more than 3,600 square meters.
  • The intervention includes full replacement of floors, walls, slabs, stairs, and utilities, plus universal accessibility features such as elevators and improvements to the upper areas.
  • Servicios Metropolitanos (Servimet) will fund round-the-clock police presence and on-site security modules.
  • Approximately 70 merchants operate in the tunnels, with about 30 accepting temporary relocation supported by Fondeso and the city’s labor secretariat after handing over their keys.
  • The reprogrammed spaces will offer childcare, community laundries, preventive health and psychological services, reading rooms, a cine club, gyms, galleries, and an Ecotunnel, with an estimated investment of 3–4 million pesos per site.
