Mexico Banks Lift IPAB Contributions 10.6% in Q2 2025 as BBVA Leads Payers

The government plans to end the tax deductibility of these quotas from 2026 to recover about 10 billion pesos.

Overview

  • Official DOF data show 52 banks paid 9,503 million pesos to the IPAB in the second quarter, a 10.6% increase year on year.
  • BBVA contributed 2,202 million pesos, Banorte 1,275 million, and Santander 1,165 million, together making up nearly half of the quarter’s total.
  • Banamex’s payment fell 25.4% to 735 million pesos, a drop linked to the completed separation of Citi México late last year.
  • In the first half of 2025, bank quotas totaled nearly 19,000 million pesos; the 2024 full-year figure was 35,074 million, with 1999–2024 contributions at 387,957 million.
  • The 2026 Ley de Ingresos includes a plan to make these payments non‑deductible for taxes, which Hacienda describes as alignment with other jurisdictions and estimates could raise around 10,000 million pesos annually.
