Mexico Announces Double Certification and New Tech Tracks in National High School Reform

University-backed credentials aim to link graduation to employment or further study.

Overview

  • The Education Ministry said students under the Bachillerato Nacional will receive two official certificates at graduation: one for completion of studies and another for vocational training endorsed by UNAM, IPN, UAM and the Tecnológico Nacional de México.
  • New technical programs in cybersecurity, e-commerce, electromobility, artificial intelligence, nanotechnology, robotics and semiconductors will launch in the 2025–2026 cycle through the Polos de Desarrollo para el Bienestar.
  • Officials reaffirmed that the Common Curricular Framework (MCCEMS), part of the new National Baccalaureate System, began phased implementation in the 2024–2025 school year to unify student formation and enable mobility across subsystems.
  • The model organizes learning into three components—fundamental, labor and expanded—and guides teaching with seven transversal axes that include inclusion, critical thinking, interculturality, gender equality, healthy living and literacy.
  • Authorities say the reform is designed to strengthen employability and help keep students in upper secondary education by aligning studies with labor-market skills.
