Mexico Aims for October Integration in Mandatory Biometric ID Rollout

A mid-October deadline for federal and local agencies to integrate Veracruz pilot data paves the way for mandatory biometric ID rules in January 2026.

Overview

  • Veracruz pilot registrations began July 17 and now serve residents in Xalapa, Coatzacoalcos, Poza Rica, Misantla and Tantima under a 90-day compliance window.
  • Federal, state and municipal bodies must link their systems to the new biometric CURP platform by mid-October to meet reform requirements.
  • INE’s National Oversight Commission has endorsed replacing optical variable ink with thermochromic or infrared alternatives, adding a second photograph, updating QR codes and incorporating tactile features on voter credentials.
  • The electoral institute has reaffirmed exclusive custody of its biometric database and will not transfer voter data to any entity without individual consent.
  • SEGOB and the Digital Transformation Agency are drafting secondary regulations for the Platform Única de Identidad and interagency data-sharing protocols ahead of the national launch.
