Mexico Advances Biometric CURP Rollout with Expanded Pilots and Technology Tender

A public tender for up to 520 million pesos will upgrade RENAPO’s computing platform with AI-driven cybersecurity in preparation for an October voluntary rollout.

Overview

  • Pilot enrollment is now underway in Ciudad de México, Estado de México and Veracruz with published schedules and document requirements for free, walk-in registration.
  • The Secretaría de Gobernación launched a public tender to secure RENAPO’s computing and cyberdefense services, budgeting up to MXN 520 million with a contract award expected on September 3.
  • Children under five will receive a reduced biometric CURP featuring an annual photo but no fingerprints or iris data until age five, and their records must be linked to a parent or guardian’s biometric CURP.
  • From mid-October, citizens can voluntarily register at 145 modules nationwide or online via Llave MX, and agencies must integrate their systems within 90 days ahead of a February 2026 mandate for universal acceptance.
  • Privacy advocates and small businesses have raised concerns over centralized storage of sensitive biometric data, prompting strict vendor confidentiality clauses and AI-based security requirements.
