Mexico Activates Plan DN-III-E Preventively and Sends 3,500 Guardsmen to Acapulco

The preventive mobilization equips military and civil teams to deliver fast relief or carry out preventive evacuations if Tropical Storm Boris brings heavy rain.

Overview

  • The Secretariat of National Defense has placed Plan DN-III-E in its preventive phase across Chiapas, Oaxaca and Guerrero, putting more than 33,500 Army, Air Force and Guardia Nacional personnel on alert to face the 2026 rainy season and tropical cyclones.
  • Large stocks and specialized assets have been prepositioned at the Santa Lucía military depot, including nine heavy machines, five rotary-wing aircraft, a community kitchen with a 2,500-ration daily capacity, a 1,000-liter-per-day water-treatment plant and tens of thousands of food and household packages.
  • The Guardia Nacional specifically linked its activation to Tropical Storm Boris and deployed 3,500 personnel in Acapulco to run surveillance, monitor rivers such as La Sabana, patrol vulnerable neighborhoods and prepare for preventive evacuations to temporary shelters if needed.
  • Forces are conducting coordination meetings with Protección Civil, clearing key highways such as the Autopista del Sol and the Oaxaca–Tehuantepec route, and using patrols and public announcements to warn residents in flood-prone areas.
  • So far no large-scale evacuations or shelter transfers have been required, but the preventive posture increases the speed of relief operations and could lead to early shelter activations or road closures that would affect residents and travel in coastal and river-basin communities.
