Overview
- The decree was published on July 16 and took effect July 17, launching pilot enrollment in Xalapa, Poza Rica, Misantla, Tantima and Coatzacoalcos in Veracruz.
- The biometric CURP will capture fingerprints, iris scans, a photograph and a digital signature to strengthen identity verification and reduce fraud.
- Authorities must build the Plataforma Única de Identidad by mid-October to store, share and validate sensitive biometric records.
- Registro Nacional de Población, the Secretaría de Gobernación and the Digital Transformation Agency will govern the new registry under a centralized framework.
- From February 2026, the biometric CURP will replace all other IDs for public and private transactions and support efforts to locate missing persons.
