Mexican States Finalize 2026 Mandatory License-Plate Replacement With New Deadlines and Costs

State authorities formalize schedules and requirements to update vehicle registries, with penalties to follow grace periods.

Overview

  • Estado de México published official rules in its Gaceta making 2026 reemplacamiento mandatory for vehicles with 2021 plates and set an April–August calendar by plate termination, with required documents including ID, CURP, proof of ownership, proof of address and prior plates or proof of loss.
  • Jalisco extended a free canje window through March 31, 2026 under its Paquetazo 3x1 and issued a January–March schedule by plate termination for older designs Maguey, Gota and Minerva.
  • For 2026 in Jalisco the refrendo costs 1,000 pesos, verification is free and plate replacement is about 2,502 pesos, while 2025 year-end users could pay 900 pesos for the bundled promotion.
  • Nayarit confirmed a generalized plate change in 2026 priced at 2,724 pesos including plates, sticker, registration card and verification, with early-year discounts still under consideration.
  • Other states signaled obligations and updated fees, including Puebla’s new tariffs, Quintana Roo’s posted costs ahead of its canje start, and Veracruz’s requirement that all motorcycles carry valid plates before January 1, 2026.
