Mexican Deputies Advance Ban on Energy-Drink Sales to Minors, With Fines Up to 226,280 Pesos

The Health Commission’s unanimous dictamen now goes to the plenary for debate following sponsor warnings about industry pressure.

  • Violations would carry sanctions of up to 2,000 UMAs, roughly 226,280 pesos, for selling or supplying energy drinks to anyone under 18 in physical stores or via digital platforms.
  • The initiative, promoted by Morena’s Ricardo Monreal with inputs from PRI, PAN and PVEM, cites increased youth consumption and health risks including sleep disorders, anxiety, obesity, type 2 diabetes and cardiovascular events.
  • The draft defines energy drinks by stimulants such as caffeine, taurine, guaraná, ginseng, glucuronolactone and added sugars, noting easy access in convenience stores, school settings and delivery apps.
