Meta to Analyze AI Chats on WhatsApp, Instagram and Facebook for Ads Starting Dec. 16

Outside the EU and UK, Meta will notify users this week that chatbot interactions will be used to personalize feeds and ads without a global opt-out.

Overview

  • The policy takes effect on December 16, 2025 in regions outside the EU and UK, with in‑app notices beginning October 7.
  • Messages sent to Meta’s AI assistant will be analyzed and stored to tailor advertising and content across WhatsApp, Instagram and Facebook.
  • There is no global opt‑out; users must avoid using the bot or enable WhatsApp’s per‑chat Extended Chat Privacy, which blocks Meta AI and restricts media auto‑save and chat exports.
  • Data from AI chats can inform ads and recommendations across linked accounts via Meta’s Accounts Center.
  • Meta says sensitive topics will not be used for ad targeting, ordinary end‑to‑end encrypted chats with real contacts are not analyzed, and EU/UK timing remains subject to regulatory review.
