Met Officer Appears on GBH Charge in Hospital Restraint Case; Others to Appear Mid-August

A hearing was fast-tracked to a September pre-trial at Snaresbrook Crown Court following allegations of excessive force during the April hospital restraint.

  • PC Anthony Bhar appeared at Westminster Magistrates’ Court on August 5 charged with two counts of grievous bodily harm under Sections 18 and 20.
  • Prosecutors allege Bhar and four colleagues used fists and batons to restrain David Bailey, a 57-year-old patient detained under the Mental Health Act.
  • He did not enter a plea and has been released on unconditional bail pending a pre-trial hearing in September.
  • PCs Elena Cebotari, David Hollands, Dan Penfold and Robert Wall, all attached to Central North Command, are due to appear on August 15.
  • The IOPC investigation began after a mandatory Met Police referral on the day of the April 2023 incident and its file was sent to the CPS in June 2024.
