Meloni Presses EU to Name Single Envoy for Ukraine Talks

She argues a single, mandated EU representative would shore up the bloc’s credibility and strengthen its leverage in any future settlement.

Overview

  • Italian Prime Minister Giorgia Meloni wrote on Thursday asking European Council President António Costa to add a discussion to the Nov. 13 informal leaders’ meeting in Dublin so the EU can decide who will speak for the bloc in Ukraine negotiations and what mandate that person will have.
  • Meloni warned that the current mix of bilateral contacts and competing forums is creating a disjointed European stance that undermines the EU’s ability to defend Kyiv’s interests and to influence any deal.
  • She pointed to recent formats such as meetings in Miami and Oslo, the Coalition of the Willing, the European Political Community, and a late October phone call by Finland’s Alexander Stubb and Norway’s Jonas Gahr Støre with Vladimir Putin as examples of overlapping initiatives.
  • There is no public consensus among member states yet and the European Council has only confirmed receipt of Meloni’s letter, so the Dublin summit—officially set to focus on artificial intelligence—will be the immediate test of whether leaders will convert the call into a single, agreed EU position.
  • Russian Foreign Minister Sergey Lavrov has questioned what added value Europe can bring to settlement talks and officials warn that continued fragmentation could weaken support for Ukraine and reduce European leverage in negotiations.
