MeitY Issues SOP Mandating 24-Hour Takedowns of Non-Consensual Intimate Images

The new framework sets victim-first reporting pathways with a coordinated, tech-enabled response across platforms and government bodies.

Overview

  • All intermediaries must remove or disable access to reported NCII within 24 hours of a complaint and acknowledge actions to the complainant.
  • Victims can report via intermediaries’ in-app channels or grievance officers, One Stop Centres, local police, or the National Cybercrime Reporting Portal, including the 1930 helpline.
  • Significant social media platforms are required to deploy crawlers and hash-matching to proactively detect and remove reuploads across URLs.
  • Platforms must share hashes of flagged content with I4C through the Sahyog Portal to build a secure hash bank, with I4C acting as the central aggregator for NCII complaints.
  • Search engines must de-index flagged material, CDNs and domain registrars must render sites or URLs inaccessible within 24 hours, and DoT/ISPs must block referenced links, while experts note the SOP consolidates existing duties and its impact will depend on compliance and awareness.
