Meghalaya High Court Quashes 'White Ink' Case Against Ampareen Lyngdoh, Two Ex-Officials

The judge found no documentary proof of tampering and said prolonged delays in prosecution unfairly prejudiced the accused.

  • A single-judge bench discharged Ampareen Lyngdoh, J. D. Sangma and Ameka I. Lyngdoh from the 2008–09 recruitment case involving alleged manipulation of assistant-teacher score sheets.
  • The court said no original records showed interpolation or use of white ink and that slips attributed to the minister did not by themselves direct alteration of marks.
  • Relying on Section 482 of the CrPC, the order cited abuse-of-process concerns, noting only 28 of 181 witnesses were examined over 17 years, infringing the accused’s fundamental rights.
  • The probe was moved to the CBI in 2017, a case was registered in 2018, a chargesheet was filed in 2020 and charges were framed in 2022; the agency is reviewing the ruling and is likely to seek Supreme Court intervention.
  • The Hynniewtrep Youth Council urged the government to address the status of 246 cancelled appointments, while Lyngdoh said she is prepared to defend the High Court’s decision if appealed.
