Meghalaya Cabinet Clears Land for New Shillong Link, Adopts Group D Quota, Raises Deficit Limit

The package targets faster rollout of New Shillong projects by clearing land access, Group D intake, fiscal space.

Overview

  • Ministers approved acquisition of 35 acres at Tynring to build a corridor connecting the Administrative City and Knowledge City in New Shillong.
  • The site is intended to also facilitate relocation of the Central Jail from its current location to the New Shillong area.
  • The cabinet amended Rule 6(D) of the 2017 service rules, adopting the 1996 office memorandum so that 50% of Group D vacancies go to Regular Casual Workers.
  • Amendments to the FRBM Act raise the state’s fiscal deficit ceiling from 3% to 3.5% of GSDP to create additional borrowing headroom.
  • Justice Shivaji Pandey was cleared for reappointment as President of the State Consumer Commission, which also received new Service Rules enabling its own recruitment board, with additional members recommended.
