Meghalaya Cabinet Approves Criminal Justice Rules, Film Tourism Policy and Ends Group D Interviews

Meghalaya will enact digital court processes aligned with national statutes as part of a broader push to boost its film tourism, ensuring fairer government hiring.

Overview

  • On July 10, the state Cabinet under Chief Minister Conrad K. Sangma approved three rule sets to implement the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam in Meghalaya’s courts.
  • The Meghalaya e-Shaksha Management Rules 2025 will secure electronic evidence such as videos and photographs through the e-Shaksha mobile app, integrate with CCTNS and ICJS systems and assign each item a unique digital ID.
  • Under the Meghalaya Electronic Processes Issuance Service and Execution Rules 2025, summons, warrants and other legal documents will be issued digitally via a centralised case information system, replacing paper-based formats.
  • The Meghalaya Guidelines for Community Services 2025 introduce community service as an alternative sentence for individuals convicted of minor offences, allowing courts to assign tasks like hospital maintenance, library organisation, school cleaning or forest department activities.
  • The Cabinet also approved the Film Tourism Policy 2025, offering up to ₹1 crore or 25% of production costs for shoots with at least 75% outdoor filming and ₹50 lakh biennial incentives for Khasi, Garo and Pnar films, alongside the abolition of personal interviews for Group D posts from October 1, 2025.
