Meghalaya Bars Secretariat Protests After CoMSO Rally for ILP and Migrant Law Enforcement

The District Magistrate imposed a 200-meter exclusion zone around the Shillong Secretariat following demands for a permit system to track non-resident stays

  • CoMSO activists staged a surprise protest on June 13 outside the Main Secretariat pressing for an Inner Line Permit, district-level Special Investigation Teams and activation of the Migrant Workers (Amendment) Bill, 2024.
  • A Deputy Superintendent of Police warned the rally must disperse within five minutes for lacking permission, prompting CoMSO leaders to call off the demonstration peacefully.
  • East Khasi Hills District Magistrate Rosetta M. Kurbah issued an order under Section 163 BNSS banning any rallies or weapons within 200 meters of the Secretariat, Additional Secretariat and Raj Bhavan.
  • Leaders noted the Meghalaya Assembly’s 2019 resolution on ILP and the Union Home Ministry’s return of the MRSSA, 2020 have seen no follow-up consultations or implementation.
  • CoMSO pointed to Assam’s active SITs for identifying and deporting illegal immigrants and argued that an ILP registry requiring non-resident entry, stay and exit details would deter crimes and protect indigenous rights.
