Overview

• Education Minister Simone Oldenburg announced the Kompetenzzentrum “Bildungsgemeinschaft Hort und Grundschule,” housed at the RAA association in Waren/Müritz, to steer implementation of the legal entitlement.
• A new statewide, standardized Stammdatenblatt will transfer key information on each child’s learning and development from Kita to primary school.
• The state will expand language support programs, with officials framing stronger Sprachförderung as essential to educational success.
• The coordination project addresses school authorities and schools and is backed by €480,000 in state funding.
• The entitlement begins on 1 August 2026 with eight hours of care on five days per week, rolls out from first grade to fourth by 2029, and is supported by €3.5 billion in federal investment; roughly three quarters of MV primary pupils already attend Hort, with high Kita participation across age groups.
