Maryland Opens $700 No-Interest Loan Program for Unpaid 'Excepted' Federal Workers

Applications opened with disbursement set to start Oct. 16 only if the shutdown remains in effect on Oct. 15.

  • Maryland’s Department of Labor launched an application portal for the Federal Shutdown Loan Program at mdol.submittable.com/submit.
  • Loan payments will be issued only if the federal shutdown continues through Oct. 15, with the Treasurer’s Office scheduled to begin mailing checks on Oct. 16.
  • Eligible applicants must be Maryland residents designated as 'excepted' federal employees and provide proof of identity, residency, federal employment, and excepted status.
  • The Department of Labor will collect applications, the Comptroller’s Office will process requests, and the Treasurer’s Office will issue payments.
  • Borrowers must repay the $700 interest-free within 45 days after the shutdown ends, with 30-, 60-, and 90-day notices and CCU-managed payment plans available for nonpayment.
