Marine Charged With Kidnapping, Sexual Assault of 12-Year-Old Hammond Girl

Federal prosecutors cite interstate travel as the FBI-led investigation continues.

Overview

  • William Richard Roy, 24, an active-duty Marine stationed at Camp Lejeune, is in federal custody following his Oct. 26 arrest in Durham, North Carolina.
  • He faces three federal counts: enticement of a minor to travel for illicit sexual activity, transportation of a minor to engage in illicit sexual activity, and interstate travel with intent to engage in a sexual act with a minor.
  • Agents say Roy flew to Chicago on Oct. 24, took a rideshare to Hammond to meet the child, returned to a Chicago hotel overnight, then boarded a Greyhound bus bound for Durham.
  • The 12-year-old was safely recovered when FBI agents and local officers took Roy into custody as the bus arrived in Durham.
  • The investigation spans the FBI’s Indianapolis, Chicago and Charlotte offices with help from Hammond Police and the U.S. Marshals Service, and an FBI spokesperson said Roy claimed he met the child on TikTok.
