- Council president Fabio Schiochet confirmed Delegado Marcelo Freitas as rapporteur from a three-name list after Duda Salabert was deemed impeded for signaling a prior position.
- Freitas, an ex–Federal Police delegate who supported Jair Bolsonaro in 2018 and 2022 and once called Eduardo an “amigo,” has recently backed the PEC da Blindagem and urgency for the PL da Anistia.
- The rapporteur must deliver a preliminary opinion within 40 days, extendable by 10, before a Council vote that can send the case to the full Chamber; the regimental window for the process is up to 90 days.
- The PT representation alleges Eduardo Bolsonaro lobbied in the United States for punitive measures such as Magnitsky-style actions against STF figures while on leave, and he now also faces a separate review for unjustified absences since July.
- The move comes days after the PGR filed a criminal denunciation against Eduardo and Paulo Figueiredo for alleged coercion in the ‘trama golpista’ case, as some allies portray Freitas’s selection as a warning rather than immediate punishment.
