Manitoba Ethics Commissioner Clears Premier Wab Kinew Over Grey Cup Charter Flights

The decision clarifies that paying fair market value does not constitute 'accepting travel' under Manitoba's conflict law.

Premier Wab Kinew, seen here at the 2023 Grey Cup in a photo taken with another elected official, took the Winnipeg Blue Bombers' charter to the Grey Cup that year and in 2024. Manitoba's ethics commissioner said in a report that because Kinew paid fair market value for the charter flights he took to the Grey Cup, he wasn't required to get approval or file information about them after.

Overview

  • Ethics commissioner Jeffrey Schnoor released his report Wednesday, finding no breach of the Conflict of Interest Act in Kinew’s 2023 and 2024 trips.
  • Kinew paid $1,100 for 2023 charter flights to and from Hamilton and $650 for a 2024 charter return from Vancouver after flying there commercially.
  • The Winnipeg Blue Bombers invited the premier on the non-commercial charters, and the fares charged matched what other guests paid.
  • Schnoor advised Kinew to file disclosures for both flights out of caution and granted an extension, offering guidance to all MLAs under the relatively new rules.
  • The inquiry followed a Progressive Conservative complaint spurred by CBC reporting that relied on FOI records released after a 170-plus-day delay and inconsistent staff explanations.
