Manipur High Court orders new academic certificates for Dr Beoncy Laishram

Overview

  • The court directed BOSEM, COHSEM, Manipur University and the Manipur Medical Council to issue fresh certificates for Dr Beoncy Laishram within one month.
  • Justice A. Guneshwar Sharma held that Sections 6 and 7 of the Transgender Persons Act and the 2020 Rules require establishments to update name and gender entries on request.
  • The ruling states the special law overrides internal regulations and is deemed incorporated into all relevant laws, rules and bye-laws in Manipur until formal amendments.
  • The chief secretary must issue instructions to all state establishments to ensure compliance so future applicants need not seek court orders.
  • Dr Laishram, recognized as female since 2019 with updated Aadhaar, PAN and voter ID, faced refusals from boards and the university that impeded opportunities including NEET-PG, a stance activists condemned while welcoming the judgment as a precedent.
